I second the follow up comment.<br /><br />KUALA LUMPUR, 12 Okt (Bernama) -- Jabatan Perdana Menteri (JPM) mengeluarkan surat pekeliling baru mengenai Peraturan Perjalanan Pegawai Awam Ke Luar Negara Atas Urusan Persendirian yang berkuat kuasa pada 1 Okt lepas, selaras dengan usaha untuk menambah baik kecekapan sistem penyampaian perkhidmatan.<br /><br />Surat Pekeliling Am Bilangan 3 Tahun 2012 itu menetapkan semua pegawai awam yang ingin ke luar negara atas tujuan persendirian perlu mendapatkan kelulusan pegawai tinggi mengikut jawatan dan kategori pegawai.<br /><br />Ia ditandatangani Ketua Setiausaha Negara (KSN) Datuk Seri Dr Ali Hamsa bagi menggantikan Surat Pekeliling Am bertarikh 1 Mac 1984 dan 11 Jun 1986.<br /><br />Menurut surat pekeliling terbaru itu, Ketua Setiausaha Kementerian dan Ketua Jabatan di JPM perlu mendapatkan kelulusan KSN.<br /><br />Pegawai-pegawai di bawah seliaan Ketua Setiausaha Kementerian termasuk Timbalan Ketua Setiausaha, Setiausaha Bahagian, Ketua-ketua Pengarah dan Ketua-ketua Jabatan di bawah Kementerian pula perlu mendapatkan kelulusan Ketua Setiausaha Kementerian (butiran tiga dalam pekeliling).<br />..................................<br />"APA RASIONALNYA PEKELILING NI?<br /><br />KALAU AKU NAK MELAWAT SAUDARA MARA AKU DI JOHOR TAK ADA MASAALAH, SEKARANG KALAU PAK LONG AKU YANG KAT SINGAPURA TU SAKIT TIBAX MASA HUJUNG MINGGU AKU TAK BOLEH JENGOK SEBAB TAK ADA KELULUSAN KETUA JABATAN. But for me who have experience driving in arab country, the Malaysian drivers are no 10% the recklessness of the arab drivers.<br /><br />I my opinion, there are 3 main factors that contribute to the high fatal accident rate.<br /><br />1. Motorcyclists<br />They are the vulnerable one. Chances of fatality or serious injury in accident is very high as motorcyclists are not protected. The chinese used to say, in car, the iron wrap around human. But in motorcycle, there is no protection except your helmet. Yet, Malaysia has high number of motorcycle which contribute to high fatality statistic.<br /><br />2. Condition of the car<br />Malaysian use small car like kancil, viva, myvy. Even car like corolla, civic are considered small car in many countries. When these cars collide, chances of fatality will be high. In addition, we have many lorries and buses that are worth to be kept in museum, yet they are carrying overweight load on the road. They endanger other drivers.<br /><br />3. Condition of the road<br />The condition of the road is also the main cause. Many fatality happens in a narrow, bi-direction road.
