Cronyism creeping into silver state


February 6th, 2011 marked the second year since the changeover in power from the DAP-puppet Government of Dato Seri Nizar Jamaluddin to UMNO-led Barisan Nasional government of Dato' Seri Dr Zambry Abdul Kadir.

Back in 2009, hope on Zambery were high.

The Malays in the know of happenings within Nizar's DAP puppet Government expect the systematic deprivation of Bumiputera revoked and more inclusive policy in place. Nizar lost power because he succumbed to the will of the sino-centric enfant terrible cousins Ngeh Koo Ham and Nga Kor Ming.

Dr Zambery display the sincerity, patience and work rate to revive confidence with the Government, face the opposition onslaught and endear himself with the people.

But, a big BUT it is, Zambery has a major problem with people surrounding him. Most of his appointees have not been of much inspiration and assistance. Rumours and murmurs on the ground is disturbing. Cronyism and leakage is creeping in.

This is a case Zambery has to avert.

Barisan Nasional unexpected lost power in Perak can be partly attributed to the political tsunami sweeping the nation in 2008.

Another part of the reason was the pent-up impatiance with past Menteri Besars of Dato Tajul Rosli and Tan Sri Ramli Ngah Talib inability to revive the once glorius silvers state of Perak out of its long standing economic doldrum.

Although Perak means silver, the silvery product that brought prosperity and turmoil to Perak was tin. Whether it is reflective a delusional psyche of the Perakians or high expectations, Perak have not been able to revive it's economy since the tin market crashed in early 1980s.

The people of Perak crave for development to revive the once glittery state out of the long economic doldrum.


Zambry, the academician - doctoral degree in political thoughts from Temple University, Philadelphia, US and former head of the Akademi Pemuda UMNO at the time Anwar Ibrahim was Deputy Prime Minister - did not waste time to get into the steering job of moving SS Perak.

He understood that Perak have not had an alternative economic sector to replace tin mining in sustaining the growth. He is clear on his position as Menteri Besar was a result of defection of three Pakatan Rakyat Assemblymen Osman Jailu, Jamaluddin Radzi and Hee Yit Foong.

He face the pressure of a hostile opposition, Chinese populace viewing the changeover as a Malay power grab from Chinese hand, dispirited UMNO and the long awaited development of the state.

Within months, Zambery incepted a think-tank, Institut Darul Ridzuan (IDR) to generate the thought process to plan, and strategise projects in Perak.

Emulating the approach of the darkest five-year of Prime Minister Tun Abdullah Ahmad Badawi to appoint consultants such as McKinsey, BCG, Binafikir, Ethos and Innovation Associate to do the 'thinking' role for the Federal Government (previously carried out by EPU, ICU, MAMPU and Treasury), IDR became 'consultant' to the Perak state government.

Former Associate Director of Innovation Associate (IA), Aminuddin Hashim was picked to head IDR. Briliant as a student, where he came out top in the world for his third year CIMA seating.

At IA, Aminuddin was the right hand man of IA Executive Director, Datuk Dr. Hamzah Abu Kassim.

He is the man behind the idea for the Talent Corporation which is suspiciously looks another of his advise and "plough" scheme. [Read Syed Akbar Ali here and more here.]

Amin had been with Hamzah since the days of Ernst Young CapGemini until they had a slight personality clash and split.

With Zambery, Amin could see political patronage that will enable him to move along the 'corridors of power' via access to the vast opportunity of government consulting jobs of IA and more limelight for himself.

Since assuming partner position within IA is a far fetched notion, taking Zambery's offer seems to be very smart move that could bring him closer to political masters and decision makers.

Amin leadership of IDR wasn't a great feat after all.

IDR lack the macro planning expertise and experience, more over for government machinery like the Perak State Government.

Exco members could be heard grumbling of Amin being typical consultant of wanting to tell the time on the exco member's watch than with an idea of his own.

In one incident, Amin was given a drubbing for asking what the exco member wants, when he was paid to do the thinking and provide the guidance and roadmap for the state.

The next best idea that IDR could have come up with was to create 'laboratories'. This is an after thought after a strategy to move Perak based on a conceived tagline of 'Perak Aman Jaya'.

The labs are supposed to formulate policies and game plans to work within the meaningless tagline. Like PEMANDU, these labs don't really work. They formulate plans that are not easy to roll out.

As consultant, IDR have minimal knowledge and experiance on how to make the 'plans' work and realisable into significant impact on the lives of Perakians. Hence, for a little over one and a half years, nothing seems to move.

This created discomfort amongst Perakians. Members of the Perak exco under Zambry is questioning the relevance of keeping Amin on state "payroll".

Suddenly, a freshly formed Kota Damansara 'addressed' firm Talent Solution Sdn Bhd proposed to IDR for a human capital project for Perak. It involves recruitment jobs.

The firm is supposed to form job and career centres in Perak and collate all job seekers particularly the unemployed youths and graduates and submit them to appropriate training and eventually placement. This is a carbon copy of a similar program of IA with Khazanah that bombed.

Conveniently, the bill will be charged to Perak State Government.

How and why the IDR under Amin awarded this 'direct nego' lucrative job to Talent Solution is very interesting. Checks revealed that both directors of the firm had never any recruitment experience before. The firm was only formed in October 2010 and have no operational office address.

Our source said the real promoter of the human capital project in Perak is one of IA's subsdiary CEO. The subsidiary is believed to be Agensi Pekerjaan Career Xcell Sdn. Bhd. and does the 'train and place' recruitment arm for IA's consultancy offering.

It is not clear whether or not this latest IDR infused human capital scheme would work or not.

However, it contradict the role of IDR to spearhead growth and incidently job creation to stem migration of youth out of the state. This program means IDR is acting as conduit for human capital leakage out of the state.

For a Perak GLC to award a project exclusively to a firm without any experience and this job being the firm's pioneer job doesn't bring out a sense of 'aman' for Perak to 'jaya.' With Amin giving the job to a former IA colleague instead of existing firms, this is another blatant cronyism.

It is also another hare-brain scheme for persons currently or previously were around Hamzah attempt to corner the lucrative human capital consulting market. Since it involves a member of NEAC, who is supposed to abstain involvement, it is a conflict of interest, abuse of power, and "insider trading."

Thus far, Zambery is lucky.

Public perception is still saving blame from him. But if he allows state budget to be spent for a frivolus idea and padding of crony's pocket, blame would be eventually reach him. It is believed that he has been made aware of.

However Zambery has to contend with an increasingly disgruntled UMNO grassroot. Zambery is pandering more to a higher power than oiling the state UMNO machinery.

Those in the know are blaming him and some are already accusing him of being in-cohoot with regard to few major cases of leakage of the state UMNO political funds. He made no stern action against the offenders from within his office.

Zambery does not have an effective communication machinery to deflect any bad news against him.

With a press secretary whose arrogance and scheming had isolated Zambery from the local press corp and pro-UMNO bloggers that helped defend him against opposition onslaught, and raised eye brow within the UMNO and public, Zambery could be facing it alone when the chips are down this time around.

Be careful, the crazy Nizar could be reading this.

I am surprised that it took so long for you guys to figure out all the jobs IA has been getting from the Govt , Khazanah, the corridors and GLC.

Train and retrain the unemployed by IA is costing us the taxpayers millions of ringgit and still the unemployed are without jobs.

The cost of educating an UiTM undergrad for 3 + years ~ RM 50 K.

The cost of retraining these grads for a few weeks ~ RM 10 K

I could not agree more on what has been said about the IDR CEO.

While he has yet to prove his contributions and mettle, it is also useful for you to dig into his association with a former secretary to a Pak Lah's minister (now ordinary MP).

I was told (by reliable sources) that these two and their cohorts had planned to plunder the state of its resources. In fact some prospective investors were turned away when this former secretary was consulted. He's using IDR to exact revenge on his political nemesis.

It seems that the IDR had fallen short of its primary role but allowed itself to be a vehicle for plunderers and pillagers alike.

In short it is a new turf for the supporters of the former PM to play.

I sincerely hope that you will dig deeper into the the people associated with this CEO and expose them for the well being and future of Perak BN.

MEP sasar tiga fokus untuk 2011

Meningkatkan peluang pekerjaan, menambah pendapatan rakyat, dan negeri yang selamat adalah tiga fokus utama Majlis Ekonomi Perak (MEP) bagi tahun ini. Majlis berkenaan percaya, ketiga-tiga unsur ini boleh mendekatkan Perak untuk menjadi negeri berpendapatan tinggi menjelang 2020.

Untuk mencari cara dan pendekatan yang lebih berkesan untuk mencapai tiga sasaran berkenaan, satu forum yang dianjurkan oleh Institiut Darul Ridzuan (IDR) telah diadakan di Bangunan Darul Ridzuan, Ipoh, petang semalam.

Forum dua sesi itu mengambil pendekatan membincang dan memahami dasar-dasar dan pembangunan modal insan yang memberi kesan kepada Perak.

Penceramah di forum itu terdiri daripada pakar-pakar dan ahli akademik yang berkaitan, seperti Neela Mehan, Timbalan Ketua Eksekutif, PSMB Kementerian Sumber Manusia, Profesor Dr. Noraini Idris, Timbalan Naib Canselor, Universiti Pendidikan Sultan Idris, Profesor Emeritus Datuk Dr. Mohamaed Ghouse Nasuruddin, Universiti Sains Malaysia, Dr. Mazalan Kamis, IDR, Czarina Alia Abdul Razak, Talent Solutions, Abdul Wahab Abu Bakar, mantan pengarah eksekutif sumber manusia Nestle Malaysia dan Singapura, dan Aminudin Hashim, Ketua Eksekutif IDR.

Forum yang dihadiri hampir 2,000 orang itu membincangkan antara lainnya, penubuhan Pusat Kerjaya Aman Jaya yang akan di umumkan tarikh pelancarannya kelak.

Menurut Aminudin, fungsi utama pusat itu nanti adalah menemukan para pencari kerja dengan majikan-majikan yang menghendaki pekerja.

“Dari pengamatan kita, ada banyak tawaran kerja di negeri ini, malangnya, mereka yang mencari pekerjaan selepas habis belajar tidak tahu mana hendak dituju. Dengan adanya pusat ini nanti, kita boleh menghimpunkan mereka di satu tempat supaya kedua-dua boleh pihak boleh diketemukan,” kata Aminudin kepada media sejurus tamatnya forum, lewat petang semalam.

Untuk meningkatkan keberkesanan pusat itu nanti, Aminudin berharap ia dapat menubuhkan jaringan di setiap daerah dimasa yang terdekat nanti.

“Untuk 2011 ini kita mensasarkan 10,000 peluang pekerjaan dapat ditawarkan di Perak meliputi pelbagai sektor, termasuk marin dan pembinaan kapal, pemborongan dan peruncitan, pembuatan, automotif, makanan dan perkhidmatan.

“Ketika ini kita melihat untuk mengisi pelbagai peringkat kekosongan dengan tumpuan kepada pekerjaan yang menawarkan pendapatan yang agak lumayan,” kata Aminudin.

Sungguh pun begitu, beliau sedar sekitar 80 peratus daripada pencari pekerjaan di negeri ini adalah daripada lepasan Sijil Pelajaran Malaysia (SPM) dan menjelaskan pusat kerjaya itu nanti akan memberi tumpuan kepada kerja yang meraih pendapatan rendah dan sederhana dahulu apabila ia beroperasi kelak, sesuai dengan kelulusan SPM itu.

Disamping itu juga, jelas Aminudin, pusat kerjaya itu juga akan berfungsi sebagai pusat runding cara peningkatan kemahiran, di mana para pekerja boleh mendapat khidmat nasihat untuk mempelajari kemahiran atau bidang baru yang boleh menambah pendapatan mereka.

“Untuk menjadikan Perak sebagai negeri pendapatan tinggi, kayu pengukurnya adalah gaji hendaklah USD15,000 setahun, atau secara puratanya lebih kurang RM4,000 sebulan, jadi kita perlu pelbagaikan usaha supaya para pekerja di negeri ini dapat capai angka yang disasarkan.,” kata Aminudin.

Forum sehari itu turut dihadiri oleh ketua-ketua jabatan, ketua-ketua eksekutif syarikat berkaitan kerjaan, NGO, sektor swasta, dan mahasiswa daripada institusi pengajian tinggi sekitar Perak.

This IDR outfit is nothing but another consultant with no real business experience. Amin joined Zamry to make money for himself from state projects, etc. He recruited his staff from Innovation Associate (IA) that are mostly fresh, and worst, they are specialised in IT/system. So how can these young inexperienced consultant-wannabe advised the Perak State on macro economy, investments, social policy, etc? Looks like Zamry is digging his own grave after all. Najib must act fast!

I am a consultant and proud to be called one, doing exact and physical science, (eg. engineering, architecture, surveyor, doctors and such like ) unlike the consultants that you mentioned in your blog, who are doing inexact science like promulgating ideas. The trouble with this lot is, brilliant as they may be, their feet(or the brain as well) are never rooted to the ground.They throw lofty figures in the air expecting their audience to grasp in awe of their formulaes, hyphothesis and what not.A simple analogy would be ," cakap serupa bikin kah?"

I hail from the state and whatever happens there is of great concern to me. I just hope that he does not repeat the same mistake as the previous sleepy-head PM by relying too much on these "con-sultants". As long as his agenda strives towards empowering the people, he has my support. But....

If you visit IDR's website, click PORTFOLIO, you will see International Eco Adventure 09. If IDR is the think-tank of Perak State, why are they involved in organizing the event? Someone is so confused about their role, or si it by involving in such event, the CEO can easily pocket in some kickback from the event organiser?

Ini kes konsultan A bagi konsultan B kerja "cut-n-paste" dengan bayaran yang lumayan. Pengarah di Talent Solution Sdn Bhd memang kawan lama CEO IDR. Nampak gaya Amin mengamalkan sifat tolong menolong. Amat merbahaya permainan ini kerana pihak pembangkang akan menggunakan isu ini untuk menghentam Zamry. Kemungkinan besar berlaku juga unsur rasuah di dalam perlantikan Talent Solution.

Jika benar perlantikan Talent Solution tidak mengikut prosedur Kerajaan Negeri, Zamry perlu segera mengambil tindakan dengan memecat Amin. Sudah sampai masa kakitangan kerajaan negeri Perak menyuarakan rasa tidak puas hati terhadap IDR yang tidak nampak fungsi dan sumbangan kepada rakyat Perak melainkan memghabis duit rakyat sewenang-wenangnya.

Apparently Zambri didn't learn anything from Pak Dol regime at all.

Never appoint 'Consetan" to any project which are not physical in nature. (Even here all are not rosy as we well know)

For social projects like these it should be the responsibility of the state excos. Otherwise what are we paying them for?

Form your policies and enact on them. Why pay others to do your job?

When Aminudin was at Innovate Associate, his monthly salary is only RM18k, but at IDR, Zambery paid him more than RM25k per month. How the hell a State Agency can pay more than a private sector? Is Zambery out of his mind or what?

The problem with Zambery is he is cannot cut off his past link with Anwar and as the first to promote KJ as Ketua Pemuda UMNO.

He has got too many ex PKR and ex Pak Lah inner circle in his office. Lucky that he is close with Muhyiddin.

Like his press secretary ex NST Nizam kicap, he was Azalina's press secretary. Kaya gila dgn BMW dan recently beli Mercedes baru.

Zambery roped in ex PKR Hanafiah Man and Hamdan Taha. There are also the KJ boys.

UMNO grassroot are pissed as hell with these boys. They have been swindling UMNO's political fund.

If Zambery is too sentimental to cut off link with these liabilities, especially with those mentioned, he maybe risking UMNO's chance at the next GE.

Cronyism does exist everywhere, including Penang, Selangor, Kelantan, Kedah and even tanjung rambutan.

Unfortunately, Zambri dont understand the mechanism or he purposely did that.

It was intended to help fellow partyman to get extra income untuk jaga kawasan masing masing and not the penyamun tarbus yang dapat duit dan masuk poket sendiri.

It was officiated by none other than Zamry himself. Few hundred thousand was pumped in to this project, where is it now? What happened? Can somebody explain?

Memang betul pun, semasa kejatuhan pr di negeri Perak, bloggers dari KL banyak membantu. Setelah mendapat kuasa Nizam Kicap mengenepikan bloggers yang banyak berjasa membantu Perak. Nizam Kicap juga telah menggunakan bloggers Perak untuk menghentam bloggers Nasional. Kehadiran Nizam dalam Perak hanya untk mengkucar-kacirkan keadaan. Dia bawak Hanafiah Man, bekas penyokong Anwar ke Perak untuk membantu psywar. Hingga kini tiada apa peranan yang dimainkan oleh Hanafiah, apa yang kami ahli Umno nampak yang dia kini sudah menjadi kaya dan memandu Mercedes bersama-sama Nizam Kicap. Hanafiah Man, sekampung dengan Mustaffa Kamil Ayub, dulu orang kanan Zahid Hamidi masa Zahid buat ucapan tentang KKN dalam PAU 1996. Lepas tu jadi Ketua Pemuda PKR Perak, bertanding DUN dalam PRU, kalah teruk. Rujuk balik dengan UMNO sama dengan Ruslan Kassim, orang UMNO suka pulak dengar kelentong dia, panggil ceramah sana sini dengan berbayar. Lebih kurang kes Ezam Md Noor yang terus dilantik jadi YB walaupun belum keluarkan enam kotak rahsia tentang keburukan Mahathir. Susahnya UMNO zaman Najib ni, banyak sangat terima muka-muka pengkhianat UMNO, seterusnya diangkat mereka setinggi-tingginya seolah-olah tidak ada tokoh lain yang setia mahu diketengahkan. Alang-alang baik ambil aja semula DSAI ke dalam UMNO, habis cerita.

I also heard that Amin Hashim when he was under Hamzah Kassim in IA, did a strategy proposal of some sort to Mara a few years ago. This is when Mara was still under Khaled Nordin, whom Hamzah is very close with. In fact, many of IA's jobs with MOHE is becoz of this relationship.

Whenever there is an issue, they start pointing fingers instead of listening and understanding the issue.

I was told that the Menteri Besar had already read the blog, or at least had been made aware of the site.

But whatever it is, I pity the DS because he was put in this position by the people he trusts.

Maybe he is more aware of the situation than he is showing but it is a very delicate matter for him to tackle. Or maybe he needed to be made aware of the graveness of the situation, wallahu 'alam.

At this point I am more inclined towards weighing the lesser evil among all evils.

Maybe he is more aware of the situation than he is showing but it is a very delicate matter for him to tackle. Or maybe he needed to be made aware of the graveness of the situation, wallahu 'alam.

At this point I am more inclined towards weighing the lesser evil among all evils.
